The report consists of two parts, with the first being the Historic Context of Langley and the second, much larger part being on the Thematic Framework of Langley. Historic Context has chapters titled, "1. The Great River, the Fertile Valley, 2. First Nations, 3. Contact, 4. The Hudson's Bay Company, 5. Outpost of Empire, 6. Growth & Consolidation, 7. The Great Western Boom, 8. Conflict & Turmoil, 9. Postwar Langley, 10. Langley Today."
The second part of the report, Thematic Framework consists of five different themes. They are "Theme 1: Habitation, Theme 2: Economies, Theme 3: Governance, Theme 4: Society, Theme 5: Arts. The report ends with subsections of Acknowledgements and a Bibliography.
