Charles Thomas Mufford was born in Ontario in roughly 1876, soon after his family's arrival from Cornmall, England. The family moved to Naniamo, B.C., when Charles was 7 years old, and a year later they settled in Langley. On November 5, 1898, he married Emily Grace Williams (of the Williams Park family). They had three sons, Ralph Delmer, Oliver Garfield, and Thomas, and one daughter, Merle Woszczynski. Charles served as a councillor for seven years and acted as a school trustee and a reeve for a short term. He was a director of the Langley Agriculture Association and an arbitrator in ditches and watercourses disputes. He died suddenly May 11, 1938, at the age of 62, while coming down the stairs in his house in the morning. The week before he had had a fainting spell, but had seemed to fully recover.
