The text of the certificate is surrounded by a yellow, blue, and white border with floral motifs, with larger flowers in the four corners of the rectangular border. In the center top of the border there is a white circle overlaid by British Columbia's Coat of Arms. In the lower left corner of the certificate, within the floral border, is a pink stamp, which reads, "PROVINCE OF BRITISH COLUMBIA/ BOARD OF EXAMINERS/ MUNICIPAL ACT/".
